Installing a pet door in a basement exterior wall or egress window is not recommended in the GTA — and in an egress window, it's a building code violation that creates a genuine life-safety hazard.

Let me break down both scenarios separately, because they raise different concerns.

Pet Door in a Basement Egress Window

This is the more serious situation. Ontario Building Code requires every basement bedroom egress window to maintain a minimum unobstructed opening of 3.77 square feet (0.35 square metres), with a minimum width of 15 inches and a maximum sill height of 44 inches from the floor. The word "unobstructed" is the key — the opening must be fully usable for escape and firefighter entry in an emergency.

A pet door installed in an egress window reduces the usable opening area and can obstruct or slow emergency egress. In a fire, seconds matter. If the bedroom is occupied by a child or sleeping adult, a partially blocked egress window could be fatal. Beyond the life-safety issue, a modified egress window will fail a building inspection, and if you ever sell the home, a real estate lawyer or home inspector will flag it. The room loses its legal status as a bedroom the moment the egress opening no longer meets code minimums.

Don't do it. If you want a pet access point near an egress window, the solution is a separate, purpose-built opening elsewhere — not in the egress window itself.

Pet Door in a Basement Exterior Wall (Non-Egress)

This is more nuanced. It's technically possible, but the GTA climate creates real problems that make it a poor idea in most cases.

Thermal performance is the first issue. A pet door is essentially a hole in your building envelope with a flap — and basement walls in the GTA need to perform at R-20 or better below grade. Even the best-insulated pet doors achieve R-3 to R-5 at best. In a Toronto winter with temperatures dropping to -15°C or colder, that opening becomes a significant source of heat loss and cold air infiltration directly at floor level, where your pets and children are.

Moisture and air sealing is the bigger concern. Basement exterior walls in the GTA are under constant hydrostatic pressure from clay soil, groundwater, and freeze-thaw cycling. Cutting through a foundation wall — whether poured concrete or concrete block — creates a penetration that must be perfectly waterproofed and sealed. Any gap around the pet door frame becomes a water infiltration point, and water finding its way through a foundation wall at floor level is exactly the kind of slow, hidden moisture damage that ruins finished basements. You won't see it until there's mould behind the drywall.

Pest and air quality are secondary concerns. A low-to-grade opening in a GTA basement is an invitation for mice, which are extremely common in Toronto's older housing stock, particularly in Scarborough, North York, and Etobicoke. The flap on a pet door is not a reliable pest barrier.

What to Do Instead

If you need pet access to the backyard from the basement level, the better solutions are a sliding door or walkout door if your grade allows it, or simply managing pet access through the main floor. If your basement has a walkout or grade-level door, a pet door installed in that door (rather than the foundation wall) is far more practical — it's easier to seal, easier to insulate around, and doesn't compromise your foundation envelope.

For any penetration through a foundation wall — even a small one — you need a contractor experienced in GTA basement waterproofing to assess the wall condition, cut the opening properly, and waterproof and seal the penetration correctly. This is not a DIY project on a below-grade wall.
