Pouring a new concrete floor over a dirt or gravel basement in the GTA costs between $8,000 and $20,000 for a typical 800 to 1,000 square foot area, or roughly $10 to $20 per square foot depending on preparation requirements, concrete thickness, and whether you need a vapour barrier, insulation, and drainage provisions beneath the slab.
Dirt and gravel basement floors are found in some of the GTA's oldest homes — pre-war houses in established Toronto neighbourhoods like Cabbagetown, the Annex, Riverdale, East York, and Leslieville, as well as older farmhouses in what are now suburban areas of Mississauga, Brampton, and Markham. Converting these basements from bare earth to a proper concrete slab is a transformational project that makes the space usable, dramatically reduces moisture and radon entry, and opens the door to eventual finishing.
The preparation work is where much of the cost lies. The existing dirt or gravel surface must be excavated and levelled to create a uniform base at the correct depth. For a standard 4-inch concrete slab, you need to excavate deep enough to accommodate 4 to 6 inches of compacted gravel base, a 6-mil polyethylene vapour barrier, optional rigid foam insulation (2-inch XPS at R-10), and then the 4 inches of concrete on top. In many older homes with low ceiling heights, every inch matters — and the excavation depth directly impacts whether the finished ceiling height will meet the Ontario Building Code minimum of 6 feet 5 inches. If the existing headroom is tight, you may need to bench or lower the footing level, which adds significant structural engineering and cost.
The gravel base (typically 3/4-inch clear crushed stone, compacted in lifts) provides drainage beneath the slab and a stable bearing surface for the concrete. A 6-mil polyethylene vapour barrier over the gravel prevents moisture from wicking up through the concrete — this is essential in the GTA's wet soil conditions and costs relatively little ($0.15 to $0.30 per square foot) but makes an enormous difference in the long-term dryness of the basement. If you plan to eventually finish the basement, adding 2-inch XPS rigid foam insulation ($1.50 to $3.00 per square foot) beneath the vapour barrier creates a thermal break that prevents cold concrete floors and reduces condensation.
The concrete itself is typically poured at 4 inches thick with welded wire mesh or fibre reinforcement. Ready-mix concrete delivered to a GTA site costs $180 to $250 per cubic metre, and an 800-square-foot slab at 4 inches thick requires approximately 7 to 8 cubic metres. The concrete must be pumped in most cases (basement access does not allow direct chute pour), and concrete pump charges run $500 to $1,500 depending on the pump size and pour duration. Labour for pouring, screeding, floating, and finishing the slab adds $3 to $6 per square foot.
Before pouring, this is the time to install any plumbing rough-in for a future bathroom (drain lines, shower drain, toilet flange) and a sump pit if one does not exist. Adding these during the pour costs a fraction of what it would cost to break up and repair a finished slab later. A sump pit and basic pump installation adds $1,000 to $2,500 to the project. Plumbing rough-in for a future 3-piece bathroom adds $2,000 to $5,000.
A building permit is required for this work in most GTA municipalities, and the concrete must meet Ontario Building Code specifications for residential slabs. Allow 28 days for the concrete to cure fully before placing any loads or flooring on the new slab, and test moisture levels with a calcium chloride test before installing any finished flooring.
